With children of that age I'd go with Turtle Beach or Mango Bay on the basis of the number of activities available and proximity to The Gap or Holetown respectively. Nothing wrong with Sugar Bay but with kids I'd incline to TB or MB. Carlisle Bay goes from Pebbles Beach through to Browns Beach towards Bridgetown. It has the softest white sands and crystal clear blue water. You can sun bath, swim and even dive in safety. The sea is hardly ever rough although that does depend on the weather.
